Worked in the energy sector at FINEP - Financing Agency for Studies and Projects, from 1975 to 1988. Full Professor at PPE – Energy Planning Program, coordinator of the Interdisciplinary Environment Laboratory and the Climate Center – Integrated Studies Center on Environment and Climate Change at COPPE/UFRJ. Participated since 1992 in the Intergovernmental Panel on Climate Change (IPCC), which received the Nobel Peace Prize in 2007 jointly with Al Gore. In 2017, he joined the High-Level Commission on Carbon Pricing, chaired by Nobel Laureate in Economics Joseph Stiglitz and Lord Nicholas Stern, an initiative of the Carbon Pricing Leadership Partnership launched by the French Government with the World Bank.

Professional Experience

Worked in the energy sector at FINEP - Financing Agency for Studies and Projects, a federal government agency for science and technology development in Brazil, from 1975 to 1988, leading the Energy Infrastructure Division from 1986 to 1988. Full Professor at PPE – Energy Planning Program at COPPE/UFRJ since February 2013 (Assistant Professor from 1982 to 2006, full-time since November 1988, and Associate Professor from 2006 to 2013), ranked first in public contests for Assistant Professor in 1992 and Full Professor in 2011. He coordinated the Program from January 1995 to December 1996 and was the first coordinator of the Master's and Doctorate Program in Environmental Engineering from 1988 to 1997. Since December 1997, he has coordinated the Interdisciplinary Environment Laboratory at COPPE/UFRJ and, from December 2000, has served as the Executive Coordinator of the Climate Center – Integrated Studies Center on Environment and Climate Change at COPPE/UFRJ.

Main Research and Technical Consulting Activities

Conducted studies and research projects for various institutions in Brazil (FINEP, CNPq, ENAP, CAPES, CEDAE, CNPq, CSN, FAPERJ, FEEMA, FEPAM, SCT, IBAMA, Petrobras, Eletrobras, Furnas, Kingsley, MF, MIR, MMA, MME, MTur, ANP, ANEEL, White Martins) and abroad (BID, CAF, CDKN, CEU, CEPAL, CIFF, UNDP, UNU, UNESCO, FAO, GDF, GEF, OAU, OECD, UNEP, RISO/URC, World Bank, WCD, IPCC, IDDRI, ICAT), including technical missions in several countries in Latin America (Argentina, Colombia, Ecuador, Mexico, Peru), Africa (Ethiopia, Angola, Congo, Kenya, Madagascar, Ivory Coast, Senegal, Cape Verde), Europe (Bulgaria, Denmark, France, Hungary, Italy), Oceania (Australia, New Zealand), and Asia (India, Sri Lanka, China, Japan). Co-Author of various scientific reports for the Intergovernmental Panel on Climate Change (IPCC), contributing since 1992 to the 2007 Nobel Peace Prize awarded to the IPCC alongside Al Gore: Lead Author of the Second Assessment Report (SAR), Working Group III, chapters 8 and 9, of the Special Report on Emissions Scenarios and the Third Assessment Report (TAR), WG III, chapter 2; Coordinating Lead Author (CLA) of chapter 3 of WG II of TAR; Lead Author of the IPCC Fourth Assessment Report (AR4), WG III, chapter 3; Reviewer of AR4, WG II, chapter 13; Member of the IPCC Task Group on Data and Scenario Support for Impact and Climate Analysis (TGICA); Contributing Author of chapter 5 of WG III of AR5. Conducted studies for the Secretariat of the United Nations Framework Convention on Climate Change. Served as an associate editor of international scientific journals “Climate Policy” and “Energy Economics.” Advisor to the Ministry of Environment on Climate Change. In 2017, joined the High-Level Commission on Carbon Pricing, coordinated by Nobel Laureate in Economics Joseph Stiglitz and Lord Nicholas Stern, an initiative of the Carbon Pricing Leadership Partnership launched by the French Government with the World Bank. Supervised 43 doctoral theses, 86 master's dissertations, and 23 undergraduate final papers at UFRJ. Researcher I-A of CNPq since 2007. Currently, his main areas of teaching, research, consulting, and publication include: Climate Change – greenhouse gas emissions inventory; policies and measures for their reduction; studies on the economic and social implications of decarbonization; emissions scenarios; climate finance; carbon pricing; regulated and voluntary carbon markets; Adaptation Plans. Environmental Impact Assessment Methodologies; Environmental Audits; Strategic Environmental Assessment; Environmental impacts of energy projects; Energy efficiency; Alternative energy sources.
